Ruthless gangster Talgat Kylyi steals a large sum of money from a powerful businessman and, escaping pursuit, pretends to be Major Pshembay of the police. Unexpectedly, he finds himself as the head of a police station in the provincial town of Bes-Qonyr. The locals believe he’s a real officer — some respect him, some fall in love with him, and others remain suspicious. The newly minted «major» isn’t in a hurry to leave: he begins to enjoy living by the law — though on his own terms.
